Mr Luc Dandurand joined the International Telecommunication Union’s Development Bureau (BDT) in January 2015 as the Head of the ICT Applications and Cybersecurity Division. He is responsible for the planning, coordination and direction of assistance provided to Member States on the deployment of Cybersecurity capabilities and services, and the elaboration and implementation of initiatives/projects aimed at leveraging ICTs for development.
Prior to joining the ITU, Mr Dandurand worked at the NATO Communications and Information Agency where he managed cybersecurity capability development projects for NATO and NATO Nations, performed research and development in cybersecurity, and provided technical advice to acquisition projects.

Mr Dandurand started his career as a Signals Officer in the Canadian Forces. Following his first appointment as an intelligence analyst, he led the Network Vulnerability Analysis Team during its expansion, supervising vulnerability assessments of operational military networks. He then founded the Canadian Forces Red Team, responsible for conducting controlled computer network attacks against military networks to assess their security and the operators’ ability to detect, contain and recover from such attacks, as well as demonstrate their impact to senior leadership. Upon retirement from the military, he worked for the Communication Security Establishment Canada (CSEC) where he led a team of scientists and engineers who prototype novel solutions in cybersecurity.

Mr Dandurand received a Bachelor’s degree in Engineering Physics in 1993 and a Masters’ degree in Computer Engineering in 1999, both from the Royal Military College (RMC) of Canada.
